    Cheang, Chris | February 2019
    Abstract
Russian President Vladimir Putin’s annual address to both houses of Parliament on the 20 February 2019 predictably focused on the country’s domestic challenges. Like his 2018 speech it reaffirms his commitment to improving the lot of his countrymen while maintaining a strong posture abroad.
