Guidelines on Logical Framework Planning (LFP) and Project Benefit Monitoring and Evaluation (PBME)

Abstract
This paper discusses the general principles and procedures involved in LFP and PBME and provides guidelines about how they are to be used at various stages of the Bank's Project Management Cycle (see Figure 1). It should be emphasized however, that these guidelines are not to be regarded as a rigid framework, for it is recognized that the types of projects and the requirements of various DMCs vary. It is also recognized that the guidelines may need modification as experience with PBME and LFP increases and as the strengths and problems of these approaches become clearer.
