    Bank Representative Offices in Donor Countries: Establishment of a North American Office

    Abstract
    A working paper on Bank representative offices in donor countries was discussed by the Board on 1 December 1994.4 On the basis of that paper and comments made by Board members, an issues paper providing further information and explanation was prepared and circulated to the Board on 20 December 1994.5 After careful consideration of the concerns expressed by Board members about these two documents, the present Paper summarizes the main issues and sets out for Board consideration specific recommendations regarding Bank representation in donor countries including early establishment of a North American office.
