dc.description.abstractThis article briefly examines the achievements and challenges of intergovernmental fiscal transfers in Asia. Key issues that emerge from theory and international practice are highlighted and recent experiences in Cambodia, India, Indonesia, Pakistan, and Philippines are reviewed. Transfers generally have multiple objectives, are often controversial, and can be challenging to design and implement effectively, particularly in developing countries. Several important issues have to be considered.
