Abstract
Proponents of RBM (results based management)view a results based focus, measurement, evaluation, and accountability as tools for achieving more efficient and effective resource utilization by the public sector. They see RBM as a mechanism for forcing politicians, bureaucrats and voting citizens to be clearer about the objectives of government programs and services.
