Finding Balance: Making State-Owned Enterprises Work in Fiji, Samoa, and Tonga

Abstract
The purpose of this study is to demonstrate the need for and benefits from state-owned enterprise (SOE) reform in Fiji, Samoa, and Tonga, and to identify successful reform strategies to inform future policy action. The study is the first comparative analysis of SOE performance among these three countries, and was made possible by the active collaboration of the Governments of Fiji, Samoa, and Tonga. This is the first of a two volume set.
