How “Monetization” Really Works—Examples from Nations’ Policy Responses to COVID-19
Felipe, Jesus; Fullwiler, Scott; Estrada, Gemma; Jaber, Maria Hanna; Magadia, Mary Ann; Patagan, Remrick (Asian Development Bank, 2020-12-15)The severe economic downturn caused by the coronavirus disease (COVID-19) pandemic has forced governments worldwide to increase spending while tax revenues simultaneously collapsed. Concurrent with this, central banks in several of these countries are financing a significant percent of their direct income support through direct lending or purchases of government bonds in primary and/or secondary ...The severe economic downturn caused by the coronavirus disease (COVID-19) pandemic has forced governments worldwide to increase spending while tax revenues simultaneously collapsed. An Analysis of the Worldwide Response to the COVID-19 Pandemic: What and How Much?
Felipe, Jesus; Fullwiler, Scott; Bajaro, Donna Faye; Yusoph, Al-Habbyel; Askin, Simon Alec; Cruz, Martin Alexander (Asian Development Bank, 2020-12-15)We use the information compiled as of 15 June 2020 by the Asian Development Bank (ADB) in the ADB COVID-19 Policy Database to analyze the measures taken by its 68 members, plus the European Central Bank, and the European Union, to combat the coronavirus disease (COVID-19) pandemic. Measures associated with monetary policy amount to $14.9 trillion ($1.4 trillion by ADB’s developing members), while ...We use the information compiled as of 15 June 2020 by the Asian Development Bank (ADB) in the ADB COVID-19 Policy Database to analyze the measures taken by its 68 members, plus the European Central Bank, and the European Union, to combat the coronavirus ... -
The Illusions of Calculating Total Factor Productivity and Testing Growth Models From Cobb–Douglas to Solow and Romer
Felipe, Jesus; McCombie, John (Asian Development Bank, 2019-10-30)This paper shows that because growth models in the tradition of Solow’s and Romer’s are framed in terms of production functions, they are equally subject to a criticism developed by, among others, Phelps Brown (1957), Simon (1979a), and Samuelson (1979). These authors argued that production function estimations are flawed exercises. The reason is that the series of output, labor, and capital stock ...This paper shows that because growth models in the tradition of Solow’s and Romer’s are framed in terms of production functions, they are equally subject to a criticism developed by, among others, Phelps Brown (1957), Simon (1979a), and Samuelson (1979). ... -
Is Employment Globalizing?
Chen, Liming; Felipe, Jesus; Kam, Andrew J.Y.; Mehta, Aashish (Asian Development Bank, 2018-09-15)We investigate the claim that national labor markets have become more globally interconnected in recent decades. We do so by deriving estimates over time of three different notions of interconnection: (i) the share of labor demand that is export induced (i.e., all labor demand created by foreign entities buying products exported by the home country)—we provide estimates for 40 countries; (ii) the ...We investigate the claim that national labor markets have become more globally interconnected in recent decades. The People’s Republic of China’s Long-Run Growth through the Lens of the Export-Led Growth Model
Felipe, Jesus; Lanzafame, Matteo (Asian Development Bank, 2018-08-30)The People’s Republic of China’s (PRC) remarkable growth performance over the last 3 decades has been associated to very robust export growth, so much so that many refer to it as a clear example of export-led growth (ELG). Using the concept of the balance-of-payments equilibrium (BOPE) growth rate, which provides a framework to test the ELG hypothesis, we show that the PRC’s actual long-run growth ...The People’s Republic of China’s (PRC) remarkable growth performance over the last 3 decades has been associated to very robust export growth, so much so that many refer to it as a clear example of export-led growth (ELG). Asia’s Industrial Transformation: The Role of Manufacturing and Global Value Chains (Part 2)
Felipe, Jesus (Asian Development Bank, 2018-07-15)This paper argues that the single most important factor that explains East Asia’s development success was its fast structural transformation toward industrialization, manufacturing in particular. Workers moved out of agriculture into manufacturing, and the sector diversified and upgraded its structure. Manufacturing activities are subject to increasing returns to scale, and many manufacturing goods ...This paper argues that the single most important factor that explains East Asia’s development success was its fast structural transformation toward industrialization, manufacturing in particular. Why Has the Philippines’ Growth Performance Improved? From Disappointment to Promising Success
Felipe, Jesus; Estrada, Gemma (Asian Development Bank, 2018-04-15)This paper analyzes why the Philippines’ growth performance has improved significantly in recent years. As in the medium to long term actual growth adjusts to potential, we posit that the reason behind this improvement is that the country’s potential growth is increasing. We derive an estimate of the potential growth rate, defined as the growth consistent with a constant unemployment rate, through ...This paper analyzes why the Philippines’ growth performance has improved significantly in recent years. The Debate about the Sources of Growth in East Asia after a Quarter of a Century: much ado about nothing
Felipe, Jesus; McCombie, John (Asian Development Bank, 2017-05-30)This paper reviews what the profession has learned during the last 25 years about East Asia’s growth using growth accounting exercises and estimations of production functions. The publication of Alwyn Young’s (1992, 1994, 1995) and Jong-Il Kim and Lawrence Lau’s (1994) studies, and Paul Krugman’s (1994) popularization of the “zero total factor productivity growth” thesis, led to a very important ...This paper reviews what the profession has learned during the last 25 years about East Asia’s growth using growth accounting exercises and estimations of production functions. The Debate about the Sources of Growth in East Asia after a Quarter of a Century: much ado about nothing
Felipe, Jesus; McCombie, John (Asian Development Bank, 2017-05-30)We revisit the lively debate about the sources of growth in East Asia of the 1990s, generated by the wellknown papers by Alwyn Young and Paul Krugman. We show that the methodologies used to apportion growth were problematic, with the consequence that the debate was much ado about nothing. We revisit the lively debate about the sources of growth in East Asia of the 1990s, generated by the wellknown papers by Alwyn Young and Paul Krugman.
