Russia’s Economic Modernization Policy and Implications for Cooperation between Korea and Russia

Kang, Boogyun; Jeh, Sung Hoon | January 2016
    Abstract
Russia’s economic growth model, which backed high economic growth until the mid-2000s, was reaching its limit. Thus, securing a new engine of growth has come to the forefront of Russia’s economic policy agenda. Against this backdrop, then-president Medvedev announced an economic modernization policy as part of the industrial policy aimed at the structural diversification of the economy. The five industries selected as key priority sectors include energy efficiency, nuclear technology, ICT, space technology, and medical and pharmaceutical technology. The goal of Russia’s economic modernization policy is to transform the economy, heavily dependent on energy exports, into an innovation-based economy. For this, the Russian government set up an advanced development strategy, intended to secure the lead in technology sectors where Russia holds a comparative advantage or development potential. At the same time, a catch-up development strategy - developing technologies through imports or technology-transfer – was adopted. This study analyzes and evaluates the main contents and implementing processes of Russia’s economic modernization policy and proposes Korea-Russia cooperation measures in response to the findings.

Russia’s digital economy can be assessed at a medium level, according to the World Bank. Russia displays relative strengths in S&T, legislative and policy framework, cyber security industry while it has structural weaknesses in the digital transformation ecosystem, digital skills, access to capital markets, and open innovation culture. In a similar context, Russia’s digital competitiveness ranks ...

Park, Joung Ho (Korea Institute for International Economic Policy, 2020-08-19)
Currently, the trend of digitalization is accelerating around the world. The Russian government, like other major countries, considers the digital economy policy as a key national task. In this context the Russian government is preparing concrete implementation programs. For example, ‘the National Technology Initiative’ (NTI) was adopted in April 2016 and ‘Technet Roadmap 2035’ set up in February ...

Russia’s Ambition toward the IT Revolution

Jeong, Minhyeon (Korea Institute for International Economic Policy, 2021-03-03)
Russia has never been the easiest nation to understand, at least to the West that has often seen Russia as hostile. This appreciation goes back to Winston Churchill's surly description of the country as a "riddle, wrapped in a mystery inside an enigma." Still, a hefty amount of economists studying the Russian economy's growth might want to share his viewpoint. The difficulty in analyzing the Russian ...
