DRRM’s design and implementation need to be beefed up

Studies, Philippine Institute for Development | May 2017
    Abstract
Currently, the National Disaster Risk Reduction and Management Council (NDRRMC) is only mandated to coordinate the identification, monitoring, and evaluation of DRRM programs, projects, and activities per RA 10121. Meanwhile, the said law does not empower the council with implementing functions. According to the authors, this failure of the government to clarify institutional authority has led institutions involved in DRRM to implement initiatives “with relative independence” from the National Disaster Risk Reduction and Management Plan (NDRRMP). The lack of coordination and harmonization weakens implementation of DRRM activities.
