Abstract
Quality is a multi-dimensional concept and requires multiple criteria for its assessment. These criteria include conformance to specifications, client satisfaction, reduced cycle time, a quality culture in the organization, a congruence between goals, outputs and impacts, and an ongoing capacity to learn and adapt to change at the individual, group and organizational level.
Quality integrates many of the performance improvement and reform efforts that have been directed to the public sector in recent years.
