    Creating a New Architecture for Learning and Development

    Abstract
    A basic challenge facing education and skill formation systems in development, is to find a targeted, strategic and affordable approach to improving access and retention of students using successful examples from the Asian experience as models. Learning by doing, the Japanese experience of being trained on the job, is a good example for other countries in the region to consider for adoption. In this area, there is a need for educators to become more precise in defining quality and understanding the importance of economic and social indicators, which are used to measure it. To stay ahead, educational and skill formation systems need to explore much more actively alternative delivery systems, particularly those, which are to be enhanced through the use of new information and communication technologies.
