Abstract
Intellectual property rights (IPR) protection is critical to the governance of the 21st century trade system. The Trans-Pacific Partnership agreement contains an extensive intellectual property chapter that aims to promote robust IPR starndards. Emerging Asian economies’ adherece to an international agreement containing high-level commitments on IP protection could be seen as an effort to gain access to, or secure an established presence in, global value chains
