Abstract
The government of Maharashtra proposed a significant upgrade in the civic infrastructure of the state through public–private partnership (PPP). The PPP cell of the state government, in May 2009, therefore approached theAsian Development Bank (ADB) through the Department of Economic Affairs, the Ministry of Finance, and the central government to study the urban transport sector of the state and explore the possibilities of PPP in the sector.
