This brief presents ADB experiences through its lending operations to create enabling environments for women to express their voice and agency in community level decision making. Community based organizations have opened up important windows for women to engage in public and leadership roles at the community level. Participation and membership in CBOs has given women "voice" in areas affecting their lives and livelihood's such as management of community resources, water supply and sanitation, irrigation and farmer and community user groups. Examples from Cambodia, Indonesia, Nepal and Viet Nam are provided as illustrations. | |
