Abstract
This paper attempts to draw lessons from the Asian Development Bank’s (ADB) long-term involvement with the Papua New Guinea (PNG) health sector. In doing so, it makes selective references to health sector experiences in two other countries where ADB has been involved, Cambodia and Sri Lanka. While there are considerable differences in the overall economic and social achievements among the three countries, there are many lessons that can be drawn from a comparative study to understand scaling-up of health outcomes for the poor.
