Abstract
This paper is part of a project on Free Basic Education Strategy Development.
The objective of the project is to develop a comprehensive strategy for the implementation of Free Basic Education in Indonesia, covering policy, funding, accountability, capacity development, and system requirements.
The strategy also has to address the particular needs of a portion of Indonesia’s population which finds it difficult to meet the costs of basic education even where there is no requirement to pay school fees.
