Independent Evaluation at Asian Development Bank: Guidelines to Avoid Conflict of Interest in Independent Evaluations

Abstract
The ADB code of ethical conduct requires staff members “to conduct themselves at all times in a manner befitting their status as employees of an international organization” and to maintain the highest ethical standards, with a high degree of integrity and concern for ADB's interests and to avoid situations and activities which may reflect adversely on the institution, compromise its operations, or lead to real or perceived conflicts of interest. This provision does not restrict the mandate, role and function of independent evaluation that may at times be critical of ADB.
