Rebuilding Afghanistan's Agriculture Sector

Abstract
The preparation of the needs assessment involved a two-stage approach: technical specialists undertook subsector assessments, whose findings and recommendations were integrated into an overall natural resources and agriculture sector needs assessment and medium-term development framework. The reports discuss the needs assessment in two timeframes, a short-term period of 2 years and a longer period of 3–5 years. This report outlines sector strategies and needs, summarizes the subsector report findings, and highlights the programming aspects. The key issues, objectives, short- (1–2 years) and medium-term (3–5 years) needs, and required policy agenda for each subsector are outlined in a subsector matrix table. Separate sections cover institutional and capacity-building needs, the policy agenda, and implementation strategies.
