Linking Agrarian Reform Beneficiary Organizations to Agriculture Value Chain: Lessons from Farmer Organizations in Selected Regions of the Philippines

    Ballesteros, Marife M.; Ancheta, Jenica A. | December 2021
    Abstract
This paper evaluates the capacities of agrarian reform beneficiary organizations (ARBOs) to participate in value chains using data from three pilot areas in Mindanao of the Project Convergence on Value Chain Enhancement for Rural Growth and Empowerment project of the Department of Agrarian Reform. The study found low levels of organizational maturity and weak alliances among farmer organizations in the country. Thus, small farmers’ participation in higher value chains has been limited, with only members of matured organizations benefiting from value chain initiatives. To capacitate farmer organizations, the study recommends that the government pool its resources and efforts and develop strategic capacity-building interventions. Achieving organizational maturity requires farmer members to commit to their ARBO through equity participation. Alternative ownership rights structure may also be considered to encourage members—both commercial and subsistence farmers—to participate and invest in cooperatives. Another strategy is to enable farmer organizations to establish enterprises that will generate income for their members. Lastly, it is also important for organizations to strengthen social relations through regular meetings, collective activities, and patronage incentives to build trust among members.

Does Organic Agriculture Lead to Better Health among Poor Farmers? An Investigation of Health Expenditure among Organic and Conventional Farmers in Thailand

Setboonsarng, Sunantar; Lavado, Rouselle F. (Asian Development Bank, 2008-12-15)
Poverty and health are inextricably linked as the poor are always the first to suffer from degraded soil, water, and environment. For poor farmers in developing countries, inappropriate use of pesticides is known to be a serious problem. To investigate if adoption of organic agriculture leads to better health or lower expenditure on healthcare, a survey was conducted on organic and conventional ...

The Role of Membership Rules in Regional Organizations

Kelley, Judith (Asian Development Bank, 2010-06-01)
"This paper argues that success in the struggle for regional integration hinges foremost on the degree of heterogeneity among regional states. Regional organizations therefore must consider how to optimize their leverage to forge convergence that will foster agreement and cooperation. To do so, regional organizations can rely on inclusive designs that admit member states and then seek to mold ...

Nakatomi, Michitaka (Asian Development Bank Institute, 2013-10-24)
Looking back at the history of the World Trade Organization (WTO), major accords that have been reached under the multilateral framework to date are in substance issue-based “plurilateral” agreements. This paper looks at some specific examples of issue-based plurilateral agreements—such as the Information Technology Agreement (ITA), the Financial Services and Basic Telecommunication Services Agreements, ...
