    INDIA: Uttarakhand State-Road Investment Program (Project 2)

    Abstract
    The envisaged impact of project 2 was increased economic growth and reduced poverty in Uttarakhand. The expected outcomes were: (i) increased efficiency of inter- and intrastate transport services, (ii) enhanced sustainability of road network in good condition, (iii) increased operational transparency and governance of PWD, and (iv) national road development programs synergized. The expected project 2 outputs were paved, repaired, or rehabilitated state roads and PWD staff with improved skills and revised operating procedures. These were to be measured through the following four indicators: (i) at least 966 km of roads are in good condition, with international roughness index of less than 4.5 by 2010; (ii) at least 200 PWD staff trained in one or more areas of establishing realistic performance targets, and development of routine maintenance PBCs for non-ADB roads; (iii) implementation of the human resource development strategy and training program in developing course outlines, organization of training with external institutions and selection of trainees; and (iv) outsourcing of all design, construction, and maintenance services. Indicators (ii) to (iv) were expected to be completed by 2012.
